Support for research, training, and student initiatives
The Communauté Pays Basque is restating its support for research, training and student initiatives. At the Permanent Council on 25 April, the winners of the Call for Training Projects and the Call for Initiatives of Excellence in Collaborative Research were announced. Student initiatives were also honoured.
Continuing its contribution to supporting the development of training, the Communauté Pays Basque has chosen the winners of its Call for Training Projects 2023.
With a budget of € 600,000 over three years, this multi-annual scheme is aimed at higher education establishments in the region. It helps launch and consolidate new (initial) training, diversify the university offer and promote continuing education up to Bac+5. Of the 15 applications received, 6 projects were chosen:
· the project to create a Fablab for International Actions at the EEI college (UPPA), with € 28,350 available over 3 years. This training incubator is based on innovative educational tools and enables access to case studies and workshops with professionals;
· the feasibility study of the STEE college (UPPA) to create a new school for engineers in ‘aquatic environments & adaptation to climate change’, with € 20,000 for 2023;
· the International Master project at UPPA /INRAe, over 2 years, in evolutionary ecology in aquatic ecosystems, with € 13,400 for 2023;
· the feasibility study to create initial training at Errecart Saint-Palais school, with € 10,000 for 2023. The aim is to enhance and diversify the higher education training offer, and therefore promote continuity of training from the BTS qualifications in the region up to Degree level;
· the study to draw up the ‘ESTIA 2030’ plan, with € 20,000 for 2023. An audit will be carried out on the requirements of the region and recommendations will be made on areas for development;
· the creation and rolling-out by ESTIA of a Factory of the Future technology Bachelor option on the Mauléon site, to complement the Microtechnical BTS work-linked training (€ 40,000 over 2 years).
Winners of the Call for Initiatives of Excellence in Collaborative Research 2023
This call for initiatives supports recognised research laboratories in the region, to set up collaborative, structural and multi-annual projects, enabling them to increase their recognition and visibility at international level. A budget of € 2.25 M over 5 years will allow the Communauté Pays Basque, alongside co-financers such as the ANR, the Région Nouvelle-Aquitaine, European and business funds, to help researchers strengthen their potential in areas of excellence, while giving the region a real specific identity. Of the 18 applications received, 5 projects received financial support for doctoral and/or post-doctoral contracts, or in some cases research engineers:
· the TIPIC project from the IPREM laboratory on ‘Enhancement of the distinctive aromatic qualities of Ossau-Iraty raw milk cheeses by volatile fingerprint technology’, with € 72,000 over 18 months;
· the BVI3D project from the LIUPPA laboratory: ’Specific instrumentation and other actions to prepare the transfer of a technological platform dedicated to photogrammetric processing of 3D data at city level’, with € 70,000 over 12 months;
· the Berzikklura project from the SIAME laboratory: ‘Excavation soil: usage set up for the internal comfort of buildings’, with € 157,000 over 39 months;
Two projects were selected on condition that other finance is obtained:
· the Rockshore project from the SIAME laboratory, on the ‘dynamic of waves on rocky and sandy/rocky beds: natural systems and innovative protection solutions’,
· the SACCAD project from the INRAe/ECOBIOP laboratory: ‘Adaptation of the salmon to climate change in the coastal waters of the Adour and the Pays Basque’.
Student initiatives honoured
To support and encourage the engagement of students on the Pays Basque Campus, 13 student initiatives are also being supported for a total amount of € 24,680, which will go to help the following associations:
· ACTI (Association for Cross-border and Inter-territorial Cooperation) on the Master 2 Cross-border and Inter-territorial Cooperation (UPPA) to promote the development of cross-border cooperation by organising a cross-border course and a forum for associations providing help to migrants (€ 1000);
· BDE EEI (Student Office for European and International Studies). The student association of the Bayonne campus of UPPA is supported to:
organise a whole-campus ball to end the university year (€ 400) and an escape game with puzzles on general culture or related to the campus (€ 550), create a musical group to enliven campus life (€ 800) and a campus newspaper (€ 700), and to organise friendship meetings and a joint sports tournament between the students of the Bayonne and Anglet campuses (€ 330) ;
· Euskal Haizea - BUT Business and Administration Management – IUT (UPPA) to participate in a sailing challenge and a communications challenge (€ 500);
· Human’Isa XXIII: the humanitarian association ISABTP (UPPA) is supported for the construction of a healthcare centre in Paraguay (€ 5000);
· The Microscope, which puts on cultural activities for students in the Pays Basque, has been awarded € 10,000 to set up arts training, with a programme and support for student projects;
· The Sports Association of UPPA to organise the Uhaina Classic, the 24th French university surfing championship (€ 1,500);
· At ESTIA, the engineering school on the Izarbel technology park in Bidart:
o Humanitea, for its community project in Guatemala (€ 1,500);
o Estia System: participation in student competitions in robotics and mechatronics (€1,200);
o Esti’Aéro: creation of activities to raise young people’s awareness about space (€1,200).
Dans la continuité de ses interventions en matière de soutien au développement de la formation, la Communauté Pays Basque a désigné les lauréats de son Appel à Projets Formations 2023.
Doté de 600 000 € sur trois ans, ce dispositif pluriannuel s’adresse aux établissements d’enseignement supérieur du territoire. Il permet de lancer et de consolider de nouvelles formations (initiales), de diversifier l’offre universitaire et de favoriser la continuité de parcours jusqu’à Bac+5. Sur les 15 candidatures reçues, 6 projets ont été retenus :
· le projet de création d’un Fablab Actions Internationales du collège EEI (UPPA), à hauteur de 28 350 € pour 3 ans. Cet incubateur de formation repose sur des outils pédagogiques innovants et permet l’accès à des études de cas et workshops en lien avec des professionnels ;
· l’étude d'opportunité du collège STEE (UPPA) de création d'une nouvelle école d'ingénieurs « milieux aquatiques & adaptation aux changements climatiques », à hauteur de 20 000 € pour 2023 ;
· le projet de Master international de l’UPPA /INRAe, en 2 ans, sur l'écologie évolutive dans les écosystèmes aquatiques, à hauteur de 13 400 € pour 2023 ;
· l’étude d'opportunité de création de formations initiales au lycée Errecart de Saint-Palais, à hauteur de 10 000 € pour 2023. La volonté est de renforcer et diversifier l’offre de formation supérieure, et favoriser ainsi la continuité de parcours des BTS du territoire au niveau Licence ;
· l’étude de définition du plan « ESTIA 2030 », à hauteur de 20 000 € pour 2023. Un audit sera réalisé sur les besoins du territoire et des préconisations faites sur les axes de développement ;
· la création et le déploiement par l’ESTIA d'une option du Bachelor de technologie Usine du Futur sur le site de Mauléon, complémentaire au BTS Microtechniques, en alternance (40 000 € sur 2 ans).
Place aux lauréats de l’Appel à Initiatives de Recherche Collaborative d’Excellence 2023
Cet Appel à initiatives accompagne les laboratoires de recherche reconnus et installés sur le territoire, dans la mise en place de projets collaboratifs, structurants et pluriannuels, leur permettant d’accroître leur reconnaissance et leur visibilité à l’international. Une enveloppe de 2,25 M€ sur 5 ans permet à la Communauté Pays Basque, aux côtés de co-financeurs tels que l’ANR, la Région Nouvelle-Aquitaine, des fonds européens ou d’entreprises, d’aider les chercheurs à renforcer leur potentiel sur des domaines d’excellence, tout en donnant une réelle spécificité au territoire. Sur les 18 candidatures reçues, 5 projets ont obtenu un accompagnement financier pour des contrats doctoraux et/ou post-doctoraux, ou ingénieur de recherche pour certains :
· le projet TIPIC du laboratoire IPREM sur la « Valorisation des typicités aromatiques des fromages au lait cru Ossau-Iraty par la technologie des empreintes volatiles », à hauteur de 72 000 € sur 18 mois ;
· le projet BVI3D du laboratoire LIUPPA : « Instrumentation spécifique et autres actions préparant le transfert d’une plateforme technologique dédiée au traitement photogrammétrique de données 3D à l’échelle de la ville », à hauteur de 70 000 € sur 12 mois ;
· le projet Berzikklura du laboratoire SIAME : « Terre d’excavation : utilisation en place pour le confort intérieur des bâtiments », à hauteur de 157 000 € sur 39 mois ;
Deux projets ont par ailleurs été retenus sous réserve d’obtention de financement autres :
· le projet Rockshore du laboratoire SIAME, portant sur la « dynamique des vagues sur les fonds rocheux et sablo-rocheux : systèmes naturels et solutions de protection innovantes »,
· le projet SACCAD du laboratoire INRAe/ECOBIOP : « Adaptation du saumon aux changements climatiques dans les cours d'eau côtiers de l'Adour et du Pays Basque »,
Des initiatives étudiantes honorées
Afin d’accompagner et d’encourager l’engagement associatif des étudiants du Campus Pays Basque, 13 initiatives étudiantes sont par ailleurs soutenues pour un montant total de 24 680 € qui viendra en aide aux associations :
· ACTI (Association pour la Coopération Transfrontalière et Interterritoriale) du Master 2 Coopération Transfrontalière et Interterritoriale (UPPA) pour promouvoir le développement de la coopération transfrontalière grâce à l’organisation d’une course transfrontalière et un forum d’associations d’aide aux migrants (1 000 €) ;
· BDE EEI (Bureau Des Elèves des Études Européennes et Internationales). L’association des étudiants du campus bayonnais de l’UPPA est accompagnée pour :
l’organisation d’un bal des promos de tout le campus pour clôturer l’année universitaire (400 €) et d’un escape game avec énigmes de culture générale et en lien avec le campus (550 €), la création d’un groupe de musique pour animer la vie du campus (800 €) et d’un journal du campus (700 €), l’organisation de rencontres amicales et d’un tournoi de sport collectif entre les étudiants des campus de Bayonne et d’Anglet (330 €) ;
· Euskal Haizea - BUT Gestion des Entreprises et des Administrations – IUT (UPPA) pour la participation à un challenge de voile et challenge de communication (500 €) ;
· Human’Isa XXIII : l’association humanitaire de l’ISABTP (UPPA) est soutenue pour la construction d’un centre de soins au Paraguay (5 000 €) ;
· Le Microscope, qui propose des actions culturelles pour les étudiants du Pays Basque, a obtenu 10 000 € pour mettre en place une formation artistique, une programmation et accompagner des projets étudiants ;
· L’Association Sportive de l’UPPA pour l’organisation de l’Uhaina Classic, 24e championnat de France universitaire de surf (1 500 €) ;
· Du côté de l’ESTIA, l’école d’ingénieurs sur le site technopolitain Izarbel à Bidart :
o Humanitea, pour son projet solidaire au Guatemala (1 500 €) ;
o Estia System : participation à des concours étudiants de robotique et de mécatronique (1 200 €) ;
o Esti’Aéro : création d’activités de sensibilisation des jeunes à l’espace (1 200 €).
